Teacher Union resistance

The teachers' union expressed early objections to Integrated Service Delivery. The union criticized Franklin school for abandoning the ESL program and teachers in an effort to lower class size. The union described Deb's idea of providing classes for regular classroom teachers to obtain ESL certification 'a prohibited practice.'
